Oren Tokatly

Oren Tokatly, founder of this site and author of the book: Communications Policy in Israel became involved in communications policy issues as an official in the Israeli Ministry of Communications, in 1984. After serving as a senior economist in the Israel Budget Department, Ministry of Finance, and then heading a large scale reorganization plan in the Ministry of Health, he was assigned to take a leading part in preparing Israel's second TV channel - the first non-governmental television service in the country.

While political and economic opposition to this plan, caused prolonged delay in legislating of that bill, Tokatly's original assignment broadened to include two other major responsibilities. Preparing first tenders for establishing Cable TV in Israel, and then establishing and running "experimental broadcasts" of The Second TV Channel. The latter worked under a governmental framework for several years until it moved to private franchisees operation, in 1993.

Later, acting as the Radio Administration General Manager he led the preparation of tenders according to which the first commercial radio stations were established in Israel.

After being involved also in making Telecommunications Policy, he retired from the civil service and since 1996 he has been acting as the Chief Executive of the Israel Audience Research Board - a TV Joint Industry organization for measuring the TV viewing.

Throughout this time he has been active in academia, teaching in the School of Media Studies at the College of Management in Tel-Aviv. Lately he was elected for the Israel Communication Association executive committee. His above mentioned book, which published in Hebrew in 2000 by the Israeli Open University, is a comprehensive book which describes in its first part the Telecommunications development in Israel from the point of view of policy-making, and analyzes many policy issues in its second part.
